Catalonia’s Project at a Crossroad: Spain, the EU or Beyond? A Conversation between prof. Unger and Artur Mas, 129th President of Catalonia (2010-2016)

Catalonia is one of the richest regions in Spain, and it has traditionally enjoyed cultural, legal, and institutional distinctive features from the rest of the country. These last years, secessionist support has steadily increased, reaching a historical maximum of 50% of Catalans (and 80% of the population supporting to decide their political future through a binding referendum). Catalonia’s government has publicly committed to organize a referendum for independence this 2017. Spain alleges it’s unconstitutionality and has promised to use all legal measures (including suspension of Catalonia’s autonomy) to stop it.

Come and join this fascinating conversation between prof. Unger, Mr. Mas and the public about Catalonia’s project for independence. Learn more about the challenging questions that the situation poses to legal and political scholarship. To what extent can democracy exist outside of the rule of law? What should be the legal effects, if any, of a unilateral referendum for independence? Does it make sense in the current times of globalization to secede form a larger country like Spain? Have Catalans fallen into the traps of populism as the citizens of the UK, US, Colombia? What role does the EU play in the controversy?
